Call for expressions of interest | RCC Impact Fund – Retrospective Research Impact Assessment

On behalf of the Foreign, Commonwealth and Development Office (FCDO), the GRTD Research Commissioning Centre (RCC) invites expressions of interest (EOIs) for the Retrospective Research Impact Assessment window, a methodologically scoped spin-off of the RCC’s flagship Impact Fund, which looks to assess impact from research rather than to achieve uptake via impact-focused activities.  

The window will identify a small number of completed research projects funded by FCDO’s  Research and Analysis Directorate (RAD) (formerly Research and Evidence Directorate (RED) in which the research-to-impact pathway supports a credible causal claim and the evidence base is strong enough to sustain rigorous retrospective analysis. This first window is intended to produce two or three in-depth, illustrative impact assessments based on specific research projects or clusters of research, rather than a representative read of the wider portfolio.

Background

The GRTD Research Commissioning Centre (RCC) has been established to commission and manage research to enhance development and foreign policy impact.  

The RCC provides support to FCDO teams in commissioning and delivering high-quality, equitable and impactful research. It addresses challenges associated with research bureaucracy by providing a streamlined process for commissioning and delivering FCDO-funded research.  

The Retrospective Research Impact Assessment (RRIA) window focuses on theory-based and configurational methods, including process tracing, contribution analysis, realist evaluation and Qualitative Comparative Analysis (QCA), to assess the impact of completed FCDO RAD (formerly RED)-funded research. Completed projects are eligible where applicants can clearly demonstrate the FCDO research funding link. The pilot runs as an open call, with targeted pre-notification to likely-eligible teams; following an EOI process, a shortlist of applicants will be invited to submit a full application.

Estimated budget 

Proposals will be funded up to a maximum of £50k (inclusive of VAT and other charges), with budgets expected to vary across proposals. All funded activities must demonstrate clear Value for Money, ensuring that resources are used efficiently, proportionately and in direct support of agreed objectives. Payments will be made in tranches linked to agreed deliverables. 

Eligibility

EOIs are screened first for eligibility. They will then be reviewed to assess whether a theory-based design is plausible: can the impact assessment question be answered with reasonable confidence from existing or newly gathered evidence, and if evidence will be collected, how feasible this is.  

Eligibility criteria include:  

  • Completed research project with a demonstrable FCDO RAD (formerly RED) funding link. 
  • Evidence of FCDO funding should be provided through published outputs, grant documentation, acknowledgements, project records, or other clear documentation; publicly available outputs that cite FCDO funding should be used where possible.
  • Clearly articulated theory of change or equivalent causal logic. 
  • Plausible and traceable impact pathway from the research activity to later outcomes. 
  • Sufficient evidence base for retrospective analysis, including documentation, outputs, and accessible stakeholders where relevant. 
  • Fit with the eligible methods and with the scale of inference that the data can support. 
  • Potential contribution to portfolio learning, methodological learning, or policy relevance.  

Assessment criteria for the EOI stage 

  • Eligibility: Is the project completed and clearly linked to FCDO RAD funding? 
  • Impact pathway: Is there a plausible and traceable link from the research to the claimed impact? 
  • Evidence availability: Will there be enough documentation and evidence, or stakeholder access to support retrospective assessment? 
  • Method fit: Could a theory-based or configurational method plausibly answer the proposed impact question? 
  • Strategic and learning value: Would the case contribute to policy relevance, methodological learning, or portfolio learning? 

How to apply

This is a two-stage process, beginning with an EOI. Applicants should submit an EOI via the RCC SmartSimple Grant Management System (GMS). A user guide for the GMS is available for reference.  

The EOI should include:  

  • evidence of FCDO research funding 
  • a short description of the research and claimed impact 
  • the proposed impact pathway 
  • available evidence 
  • evidence to support the case for a theory-based and/or configurational assessment approach 
  • evidence that the case offers clear policy relevance, methodological learning opportunities, or contributes positively to portfolio balance 
  • evidence to show how the proposed team and partnerships will support an equitable and contextually grounded assessment 
  • key stakeholders 
  • any known limitations
